After you’ve installed HFS+ for Windows on BOOTCAMP, many Local Disks (10 in this case) appeared in “This PC” window.
They are all blank with zero bytes, totally empty. None of these empty are visible in the device manager or disk manager.
Any attempt to open these drives will fail.
This happens due to Core Storage solution being active on macOS partition and FileVault encryption enabled.
In order to be able to access macOS partition and get rid of these phantom drives, you need to check if FileVault is enabled and revert Core Storage.
