Scenario: you’re creating a recovery media with Boot Media Builder. The process fails as BMB requests a language pack
This happens when using a newer version of WADK, incompatible with your Boot Media Builder. You need a newer BMB or older WAIK or WADK. It’s optimal to use the version that BMB itself recommends. Launch it, proceed to when it asks for WAIK or WADK, and click the recommendation link. You will be sent to Microsoft’s download page for the compatible toolkit. Uninstall the old WADK and install the downloaded one.
